#65 Move spam-o-matic to compose utils

https://pagure.io/mash/blob/master/f/utils/spam-o-matic is used currently to send notifications of broken deps and generate the broken deps emails for rawhide and branched compose reports. we should figure out a refactor to use dnf as well as fedmsg and FMN for notifications.
