To make our CI setup for fedora elections cleaner, it would be nice to have a Jenkinsfile.

This would allow us to:
- Define app specific host agent setup via a single file in the repository
- Have the ability to use docker agents if that is desired at some point in time
- Clean definition of pipeline stages
- Take advantage of local jenkins for building out pipeline
