#107 Remove old python-docker-py library.

This library is old and nothing requires it. The python-docker
library gets pulled in as a dependency so we'll prefer that in
the future.

My only fear is that someone is using this with Ansible or something today but...eh. If they want it they can deal with pkglayering?

i think we did 'some' investigation of that over in https://pagure.io/atomic-wg/issue/413. I'm going to do this over in f28 too, what do you think about f27?
