#4 Remove f23-updates repo from config

Both the main repo and updates repo are in a single .repo file

In f23 we want updates in the config as that is how build the updates tree

Should the config for the updates repo be moved from "fedora-23.repo" into a new file "fedora-23-updates.repo"? Following the instructions here (https://github.com/jasonbrooks/byo-atomic/blob/master/README.md) the Fedora 23 branch currently does not build because the docker-host json file is asking for an updates repo file which doesn't exist.

This is obsolete now.
