This PR adds a new page capturing the key behaviors of modular DNF.

@merlinm I've read through that and all the info looks good. Definitely covers information about using Modularity that is not in the docs, yet.

I'm thinking how we want to publish it in the docs so it works with the other content there. It overlaps with the "Main concepts" and "Using Modules" sections. Also, it feels like requirements doc for the DNF team a bit. On the other hand, people looking for a deep dive could find that useful.

Since this is about DNF behavior, what about integrating it with the "Using Modules" section?

@asamalik, it should have the feel of a high level DNF requirements doc. But, as far as I have been able to determine, none exists in a single place--they're scattered about over dozens of BZs and other documents. That's what prompted to produce this. It is still high level, however, and intentionally doesn't go into the user interface.

I feel it should be a standalone page covering just the expected behavior of DNF. A sub-page of "Using Modules" would be ideal--but wouldn't doing so change URLs and break existing links to the "Using Modules" page?

We can turn "Consuming Software" into a folder, and include the "Consuming Software" content in it along with this "DNF Behavior" doc. What do you think?
