Hi, thank you again for your contributions.

Unfortunately I missed the 2nd PR and I caused a couple of conflicts. They're now resolved and your commits are on branch f30, but I had to do that manually, so I can't merge the PR now and I have to close it. Hope that's OK.

I also made a couple changes while rebasing; the Boost relnote in C now only points to the Boost section, the MongoDB removal part and the relnote about distro-specific build flags in Python are expanded, and some other small changes.
