#730 Clean up sentence about bug reporting

  • Make link less misleading (it looked like one URL, but took you to a
    different URL).
  • Use the word issue because that's what pagure calls them.
  • Replace "fill out" with "open" since there's not very much to fill
    out.
  • Replace "using" with "at" to make the sentence sound better.

Thanks! I had to merge your PR locally due to a conflict, but it's on master even though the PR says "closed".
