The Change Guide includes this text:

1. Create a new wiki page
    a. When logged in, click the Edit button on the empty change proposal form.

Clicking on the Edit button tells me that I do not have permission to edit this page. Other comments indicate that it should not be edited anyway, but rather copied.

What buttons are available? "View source"?

Yes, that's what I did. View Source, copy it all, then paste it into the new page.
