I've created a request using fedpkg request-tests-repo ... command and it resulted in https://pagure.io/releng/fedora-scm-requests/issue/19437, and this request was closed as invalid, because it does not included branch specification.

I believe we don't need a separate command for tests (request-tests-repo) -- there is a common command request-repo for creating requests for rpms, container, modules, etc., so why not just include the tests namespace into the list?

I created PR #368 which adds fixed branch 'master' into ticket body. Bud it doesn't have to work as we can see here: https://pagure.io/releng/fedora-scm-requests/issue/19549 or here: https://pagure.io/releng/fedora-scm-requests/issue/19845
It looks releng team has some automatic that is not prepared for 'tests' namespace.
On the other hand - this works: ask somebody to do this manually https://pagure.io/releng/fedora-scm-requests/issue/17124
As per unifying methods request-tests-repo and general request-repo, I think that the current state is a reasonable approach. There are specific sets of input arguments for namespaces and is easier to handle them separately in two methods.
