Rebase the binutils package from version 2.29 to version 2.29.1. This will bring in the bug-fixes from the 2.29.1 point release, but not add any new features.

IIUC, binutils 2.30 should be released very soon. There is also https://pagure.io/releng/issue/7249 (Changes/glibc 2.27, gcc 8.0, binutils 2.30) which was approved almost two weeks ago (tags: changes, f28, change-ack).
I was surprised to see 2.29.1 instead of 2.30.0 in this ticket.
Could I assume we are getting 2.30.0 instead of 2.29.1 in Fedora 28?
