#2023 Allow untagging of module builds from rawhide

This is a similar ticket as https://pagure.io/fesco/issue/1992 in which we untagged the stratis module builds that got shipped in rawhide.

But there were some other cases similar to that, so I want to get a generic request out which allows RelEng to untag module builds.

Also, this is caused by a different situation - https://pagure.io/releng/issue/7963#comment-545441 which requires a separate discussion. I will talk to modularity group regarding that.

I think allowing untagging module builds which depend on different platform than repository has (rawhide has platform:f30) should be allowed because no one on that platform can install module.

This was discussed in todays' FESCo meeting:
AGREED: Untagging of the builds is allowed until a longer-term solution is implemented (+6, 0, 0)
