#3438 Change: Nodejs node_modules path

Nodejs needs a new shared stream agnostic installation folder for modules.

Owners, do not implement this work until the FESCo vote has explicitly ended.

I'm voting +1 here with some trepidation; the current approach was written by me to specifically avoid problems with having multiple available streams of Node.js that might all try to own the unversioned path and might not be able to coexist. I'm willing to trust that the current maintainers know what they're doing, but I'm a little anxious about it.
