Make Konflux the draft pipeline tool for building base images using the bootc toolchain. Note that this is to start a discussion with the goal of making sure no one is blindsided by our eventual goal of production for F45 :)

Owners, do not implement this work until the FESCo vote has explicitly ended.
The Fedora Program Manager will create a tracking bug in Bugzilla for this Change, which is your indication to proceed. See the FESCo ticket policy and the Changes policy for more information.

As I understand it, this is going to be functioning in addition to the normal compose process for bootc artifacts in F44. So there shouldn't need to be a Contingency Plan if it doesn't happen in time. Either way we'll still be shipping the existing images.
