When we submit a new module build, we should

• No longer inherit from the module-package-list tag.
• After we create our new tags, we should dynamically add all the packages we're going to build to those tags' package lists.

We used to do this with force=True, but we shouldn't do that. We should do it explicitly. Ideally, we can do this with a single API call.
