Issue #223: Allow ipsilon-server-install with no base.mount - ipsilon

At this moment, we assume that we are going to have an instance name which is the base of the url path.

We can quite easily support an instance running on / by commenting out base.mount and fixing the WSGIDaemonProcess to get another name.
