In order to use OIDC token on pagure.io instance, ipsilon needs to supports projects specific scopes. These scopes would have the following format :
- https://pagure.io/create_issue(nameoftheproject)

for example :
- https://pagure.io/create_issue(pagure) , this scope would allow to create issues only on the https://pagure.io/pagure project.
