We need a way to control the configuration from a file or such, so setups can use a central config management solution to manage their ipsilon config, and be sure that that is what is live.

We also need a way to make sure that config changes made in the database are picked up by any ipsilon server using that same database, without assuming that we know the list of all ipsilon servers using that database.
