When running 'make test', the tests will attempt to run and can bail out mid-stream due to missing dependencies. The failures are not always obvious.

It would be nice to have 'make test' check for dependencies up front and report what it finds is missing.

This issue ticket was originally removed from the tracker as it clashed with the pull request.
