We should have a requires.txt, requires-tests.txt and requires-build.txt files to avoid build and run time problems. And particularly the tests so that tests don't fail due to missing requirements, especially when those requirements are specific to the tests.

This issue ticket was originally removed from the tracker as it clashed with the pull request.
