@puiterwijk, can you explain more about the purpose of this changeset? What is it for, etc.. ?

This changeset is meant to fix ticket #173.
It allows admins to add service providers without keys, either to test whether the keyset is the problem or to allow SPs that don't sign requests to be added (like Google Apps and some others).

It will make mark those in the admin panel though, so that there's still some kind of warning that admins have a slightly less secure setup.
