#3591 Fedora 37 kojiweb: AttributeError: module 'inspect' has no attribute 'getargspec'

Koji web fails after upgrading to Fedora 37:

@kevin PR related to this issue partly fixes this problem. Problem related to list_api -> also koji/api page because is uses _list_api call is fixed in https://pagure.io/koji/issue/3610 for 1.31.1
