#1324 createEmptyBuild errors for non-existent user

Download 1324.patch

Until now, error was raised from postgres insert. Now is user's
existence checked before running insert.

This will still fail if owner is a valid user name. The following code assumes an integer. We need to grab the id from that get_user call.
