Granted, this only matters in one place I think. The web code uses formatTime a bunch, but all its data comes from hub call, which will not return the datetime objects. Other than that, the only place in in the notification handler in kojid, which should arguably use the _ts rather than the _time fields (and needs a rewrite at that).

OTOH, totally reasonable for this particular function to support this class.
