When running the python test suite, instance setup fails with

[17/06/28:09:53:54] - [Setup] Info Could not open the script template file '/opt/dirsrv/etc/sysconfig/dirsrv-standalone_1'. Error: No such file or directory

Creating /opt/dirsrv/etc/sysconfig allows the test suite to run.
