i would like to ask about these notes regarding the licenses dictionary

these seem to be not release-worthy documentation but FIXME: notes that should be solved and removed - as if to say "this may be wrong - it should be verified - then this note can be removed"

This section of the code is pending to be reworked, so the changes don't really apply.

ok just tp explain this PR - it was not specifically for any one section of code - the entire 'comments' branch was intended to be a long-lived feature branch and this PR issue was intended to remain open for ongoing discussion regarding meaningful comments throught out the project until the entire project was well-commented - nathan was more comforable with the webby workflow so this made sense at the time - rather than opening a new issue for every section of code that is unclear and deserving of a comment, i intended to use this as a discussion thread to ask nathan to clarify things i did not understand and then to accumulate a series of commits containing only comments onto the 'comments' branch

this was one of the last discussions we had though - it kinda fizzled out for a while after this PR was opened
