Why did we merge a draft?

I find this rather confusing: initially, it's said that module should define its name, stream and version and the next paragraph says that these values will be populated by build system.

Is this actually true? Will MBS take the overrides into account?

I believe that dnf team would love to set some restrictions here.

what about binary packages which are not listed in filter nor api?

do we want to allow this in Fedora?

This looks like a copy of what is on the wiki. Any reason to duplicate the (largely outdated and incorrect) content here? I think Fedora guidelines are definitely a Fedora wiki material.
