#343 RFE: Support for choosing the compose location

Currently all the composes will land in /srv/odcs/ which is served over httpd at https://odcs.fedoraproject.org/composes/.

We would like to have a configuration that is set to change the location. This helps us in creating private composes that we cannot distribute and might also help with other cases that I am not aware of.

I'm going to take this ticket, since it is related to Fedora use-cases. I also think we will need similar feature internally for different use-case - running some composes in one location and another compose in another location. I will try to implement it in a way that both ways are possible.
