https://bugzilla.redhat.com/show_bug.cgi?id=628331 is more than three months old, and is affecting Fedora 14 users experience. Currently, there are two solutions IMHO :
Issue a bundling exception for cairo.
Use the patch proposed upstream : https://bug597174.bugzilla.mozilla.org/attachment.cgi?id=494277
Note : the second option would likely need approval from Mozilla
If the patch proposed upstream is a backport of the fix in firefox-4 then that seems like the right fix to me. I think this falls under the Package Maintainer responsibility[1]_ to deal with bugs in a timely manner rather than an FPC issue. Has anyone contacted stransky directly? If we're at an impasse then FESCo might need to step in to mediate, otherwise I think we should still be using common sense to try to straighten things out and get firefox patched.

If the firefox maintainers want to ask for a bundling exception for libcairo they can but I wouldn't be inclined to grant it. Bundling copies of libraries that are older than the system copy and heavily patched (according to that bz) as well are not good candidates for bundling sSo I would want the firefox maintainers to be available to argue for that option if it's what they desire.
