There is a guideline at https://fedoraproject.org/wiki/Packaging_Committee#Guideline_Change_Procedure

It needs an update. Mostly:

  • [ ] Instead of creating drafts in the wiki, a Pull Request should be used (needs text change)
  • [ ] The ticket template for Guideline Draft should be updated to encourage a link to PR
  • [ ] (optional) The page itself might move form wiki to this repo

I made some wiki edits.

One open question is whether we still need the issue opened or if we can just discuss things in the PR. Personally I think they can be kept separate so the PR can be about detailed changes and the ticket can be about discussion and high level input, but the distinction between "PR" and "Issue" has never really made sense to me anyway and I was sad that pagure copied github instead of taking the opportunity to unify them.
