I made some wiki edits.
One open question is whether we still need the issue opened or if we can just discuss things in the PR. Personally I think they can be kept separate so the PR can be about detailed changes and the ticket can be about discussion and high level input, but the distinction between "PR" and "Issue" has never really made sense to me anyway and I was sad that pagure copied github instead of taking the opportunity to unify them.
