#817 Consider dropping GCJ Guidelines

GCJ Guidelines is obsolete. Very few packages are still following it. GCJ is not even included in Fedora any longer - GCJ was removed from GCC 7+

103:Note that GCJ packages contain `.so` files in `+%{_libdir}/gcj/%{name}+` but they are not JNI `.so` files.

IMHO reference to GCJ in Java Guidelines can be removed too - GCJ and %{_libdir}/libgcj do not exist in Fedora any longer.

Commit 16f242e0 fixes this issue
