GCJ Guidelines is obsolete. Very few packages are still following it. GCJ is not even included in Fedora any longer - GCJ was removed from GCC 7+
what about

IMHO reference to GCJ in Java Guidelines can be removed too - GCJ and %{_libdir}/libgcj do not exist in Fedora any longer.
