#109 only "main admin" can change the bugzilla assignee but all admins see "edit" button

As @pingou confirmed only the main admin can change the bugzilla assignee. As a regular package admin I still see the "Edit" button in the left bar and can enter a username in the edit box (but the server rejects all edits).

This was confusing to me. IMHO the edit button should only be visible if the user is actually allowed to change the assignee.
