I was trying to bump the version of python-daemon in Fedora Rawhide and noticed that while 3.0.2 was released here, it hasn't been uploaded to PyPI.

Not quite true; that version was uploaded, and immediately caused problems, so it was yanked (which results in that version no longer being presented on PyPI).
