Since twine is not actually a setup requirement we should make it a dev dependency.

These changes are now incorporated as of version 2.2.4.

I'm not sure what happened there; version 2.2.4 does not include these changes at all.

I have now incorporated those changes into the 'main' branch at commit 5a24d22b.
