Not sure if this is the correct place for this, as zincati should only be used in Fedora CoreOS (FCOS). This change is not necessarily needed for FCOS as Zincati is pulled in during the rpm-ostree compose. However, this would fix [1]. If it is OK to set the default here, let's add it.
