python3-nss is required to build sigul on EL8.

The python3-nss component does not exist.
The python-nss component has no epel8 branch.

So, some background here.

I maintain sigul and I asked for a python-nss branch for epel8 (which was unanswered).

However, as you may note from https://lists.fedoraproject.org/archives/list/devel@lists.fedoraproject.org/message/YIM5CDJISNW3ZKTY4QYMHGPPQ3EDIHWW/ python-nss is dead upstream. No development.

I talked with sigul upstream and there are plans to re-write without python-nss, which hopefully now will be accelerated hopefully.

Ok so just to make things clear.
@wattersmt you want epel8 branch for https://src.fedoraproject.org/rpms/python-nss ?

That is correct however as Kevin mentioned this may no longer be needed.
