#10391 Unretire rpms/qtile

The package is retired even though there are Qtile users running Fedora. According to IRC discussion, they needed to switch to pip install qtile because nobody is maintaining the Fedora package.

Please unretire the package and assign me (FAS: frostyx) as the maintainer. I've already build the up-to-date Qtile version in Copr
