  imlib2 libid3tag are stalled EPEL packages.
  Per the EPEL stalled package policy - https://docs.fedoraproject.org/en-US/epel/epel-policy/#stalled_epel_requests - I have contacted the maintainers, twice, and waited the appropriate amount of time.

I am requesting commit permissions for tdawson so that I might branch and build these packages in epel9.

  These packages are build and runtime dependencies for the KDE Plasma Desktop.
  Not having them in epel9 is delaying the building of the KDE Plasma Desktop, and it
  will not be able to proceed without these packages.
