Describe the issue
I've been trying to reach out to @thias for a long time about libcaca, first for a PR, and now to get an EPEL 9 branch. I've also tried to reach out to him by several direct emails. @slaanesh has been responsive to the PR and to my direct emails, but @thias is the only admin for libcaca, @slaanesh has only commit rights and thus can't add me to help with this package.
I would like @slaanesh and myself @xavierb to be added as admin for libcaca.

getting a second admin to a package when the only one is unresponsive seems a good idea at any time :-)

libcaca will receive less love from people who care.
