If we cannot complete your request, what is the impact? People will not be able to build packages in epel9-next, that rely on newer packages.
There has already been investigation on this. The problem is with the CentOS Stream 9 s390x BaseOS repo. Turns out that https://infrastructure.fedoraproject.org/repo/centos/centos-9-stream/BaseOS/s390x/os/05c3888ff6bb402201176f5891350ef6b687371d8e993841419e04150e7d82a6-filelists.xml.gz is really the kernel-debug-modules-extra s390x rpm, and not a repo file.
We have checked that this file is correct on the mirrors - http://mirror.stream.centos.org/9-stream/BaseOS/s390x/os/repodata/ - So we need to look at where we are merging things from.
We are getting the sync from centos-master01.iad2.fedoraproject.org which fedora maintainers do not have access to.
The correct data should be synced and the repo regenerated.
