python-matplotlib maintainer is not interested in maintaining package for EPEL but hasn't added EPEL SIG or anyone else to help even though there have been offers.

I'm requesting that myself (jonathanspw), certbot-sig, and epel-packagers-sig be added to at least the EPEL branches.

This package blocks a number of EPEL packages. In particular I'm trying to finish porting all of certbot modules to EPEL9 and this is blocking python3-certbot-digitalocean (indirectly through a chain of deps).
