Namely, can you please enable this app for the dist-git repository? I am the administrator in the repository, but not within release-engineering org - so my privileges don't seem to be enough to perform this task.

Neither can I do that. The detailed process is described here: https://packit.dev/docs/guide/#how-to-set-up-packit-on-github
Once the application is enable for the repository (all whole namespace) we can proceed further on our own.

Maybe @mikem or @lholecek could help with this?
