createrepo_c-0.20.1-3.fc39 does not work, it errors out on run with an undefined symbol error. See https://bodhi.fedoraproject.org/updates/FEDORA-2023-41cd721e93#comment-2919626 . Please untag it, or else a lot of things are likely to break, not just openQA tests.

createrepo will be broken in Rawhide, breaking openQA tests and probably other things besides.

actually, hang fire on this, it may be an openQA issue (installing updates somewhere it shouldn't). closing for now.
