With @mhayden leading the cloud initiative it's useful for him to be able to do scratch image builds to be able to test changes and make sure changes are sane and working. Can we please grant him the ability to do koji image build permissions.

A slower process for being able to test cloud build process.

If this is beneficial for @mhayden it's probably also beneficial for @davdunc (me) since I do the majority of the publication.

Note that this has nothing to do with publishing, its just a perm to do scratch builds in the buildsystem... :)

I added you both, so you should be able to do scratch image builds now. Let us know if you hit any problems.
