I confirmed with packager @fuller and he mentions:
No, that needs to be untagged - I must have accidentally built in in main rawhide and not in a side-tag: I'm working on updating a number of things right now and have a a few side tag/updates I'm assembling.

There are multiple packages that require coordinated updates and golang-opentelemetry-otel is one of those. If package can't be untaged that would mean that rawhide will be broken for several weeks/months to tens of packages until its fixed.

ok, we can do this, but it's really not nice and I hope you can avoid it in the future.
This build went out in rawhide on the 16th... almost a week ago. So, if anyone has it installed already they will be confused.
Please try and avoid this if at all possible moving forward.
