Currently the ld.bfd linker defaults to generating warning messages when it creates binaries with potential security vulnerabilities. This issue is to enhance the linker so that it generates error messages by default instead. If warning messages or no messages are desired a linker command line option will have to be deliberately used.

Never - it will always be useful.
The potential for a less secure Fedora. Without the linker errors it is possible that new or existing packages will be built with potential security vulnerabilities that could otherwise have been fixed.
