I have recently become the EPEL maintainer for perl-HTML-Scrubber but cannot get the epel9 branch to be created. My tickets are closed as being 'invalid' (see issue #58212 for the latest example).

You were missing as a collaborator for epel branches. Fixed now and reopened the request.
