Rawhide has already been unblocked. I just need F40 unblocked now.

Ok please reopen it if this needs more work, but mainly unretirement involve dist-git reverting commit, unblocking in koji and finally updating PDC;

I checked the dist-git for f40 branches it seems to be correct, PDC eol is also set correctly only thing left was unblocking it from koji which I did
