#12232 Update EOL EPEL README files

When a release of EPEL reaches EOL, the content is archived and the directory gets a README file such as https://dl.fedoraproject.org/pub/epel/6/README or https://dl.fedoraproject.org/pub/epel/7/README with useful information. I recently noticed that these files direct people to the #epel channel on irc.freenode.net. We no longer have a presence on freenode, and only barely have a presence on libera.chat. Most EPEL discussions take place on Matrix now.

The quick fix would be to just remove that line in the README files. Alternatively, we could update it to refer to Matrix, or the EPEL issue tracker, or the EPEL docs. I don't have strong feelings on which method we choose, I mainly care about getting the incorrect freenode information out of the file.

Users who find this file while looking for archived EPEL contact may join a chat network that EPEL-familiar people are not on, and won't get answers to their questions.

Instead of saying "the epel team", can we say "EPEL maintainers"? EPEL team means different things to different people (such as those of us in CPE :wink:).
