rust-exacl-0.12.0-2.el9 went stable first in https://bodhi.fedoraproject.org/updates/FEDORA-EPEL-2024-58d31ac2de then got replaced by -1.el9 from https://bodhi.fedoraproject.org/updates/FEDORA-EPEL-2024-b6c18ed08c which landed which went stable later. -2 has a bug fix restoring a missing header which is needed for this to function
