I've cleaned-up further my package list:
Here are the new list of packages to be blocked:

aqsis
GLC_lib
libcrystalhd
libva-vdpau-driver
xcalib
libXcm
ivtv-firmware

Retired packages should get blocked automatically, there doesn't seem to be anything to do for packages other than ivtv-firmware (which sounds like it needs to get blocked in stable branches too?)

Given the GA repositories won't be regenerated, I see little point to block stable releases for ivtv-firmware.

I've also checked that no remaining ivtv-firmware build where located in epel8 and epel9.

Hello, I'm not sure what exactly you need us to do here, could you elaborate please?

As Fabio correctly pointed out the rawhide (in this case f43) tag gets blocked in Koji automatically.
For example:
$ koji list-pkgs --show-blocked --package libXcm shows that it's blocked for the f43 tag.

Do you need other tags to be blocked as well?

Indeed, the ivtv-firmware package is blocked, I still saw the last build tagged for f43 but I think it's expected and the package doesn't appear in https://dl.fedoraproject.org/pub/fedora/linux/development/rawhide/Everything/x86_64/os/Packages/i/
